Re: Red Fusion Program

Dear Ms. Quarles:

My office has received complaints about this and other programs produced by Ms. Kennedy in which she does manipulations of patients, talks about treatment she provides, and treatment performed by doctors. This program should not air until the issue surrounding the program can be more fully addressed.

Please let me know if this letter is sufficient to pull the program and suspend airing it while these issues are addressed.

Re: Red Fusion Program

Dear Ms. Quarles:

On Tuesday, November 18, 2003 I informed you that I had received calls from City Commissioners who had complaints about the Red Fusion program. You agreed to pull the program and not air it on Wednesday, November 19, 2003. I informed John Hodgden that the program would not air. Mr. Hodgden informed the doctors mentioned in the program that it would not air on Wednesday. The doctors were considering a court action to stop the airing of the program.

They did not seek judicial review because of my assurances to Mr. Hodgden that the program would not air on Wednesday.

You did not call me to let me know that you had reversed your decision to not air the program. The result is that the doctors' options were forestalled because of your reversal and because you didn't tell me about it.

Mr. Hodgden needs to know when the program will next air, who will make the determination of whether it should air, and when that decision will be made. Will you please let him know in writing about this issue? I also suggest you seek legal counsel of your own choosing about this issue. The City may well have a different interpretation from your board of what constitutes commercial programming.

Mayor Irv Honigsberg assures me that this attack did not come from the city itself. He says that Carol acted on her own and that she should NOT have used the City of Enid's letterhead in this case. He also says that he will be speaking with her in regards to her behavior in this matter so that this misunderstanding might not happen again.
